What it means
A PHP file inside a plugin or theme was requested by its own address and loaded WordPress and every plugin to do its work. That start-up is usually far larger than the work itself, and it is paid again for every call.
What to do
Keep a saved copy of the result and check for it before loading WordPress; or move the work to a REST route or AJAX action; or produce the result once in the background.
